• Departmental Expert Witness for Accident Investigation and Reconstruction. Participated in equipment and vehicle testing, including both low and high speed vehicle crash testing. Gave presentation to the Northern California Insurance Fraud Investigators Association regarding investigation of low speed collisions. Gave presentation to the California Association of School Transportation Officials regarding investigation of major school bus collisions.

• Assisted in project that led to expansion of MAIT units to all CHP Divisions in 1997, including identification of equipment, personnel, and training needs.

• Investigated and reconstructed major collisions occurring in the Area. Performed follow-up investigation of other incidents occurring in the Area, including: Hit and run collisions, freeway violence incidents, threats received by officers, false impersonation cases, narcotics and asset forfeiture cases, and interstate registration fraud cases. Prepared and executed search and arrest warrants.

COURT EXPERIENCE

Robert Koetting has provided courtroom testimony as an expert in traffic accidents, crime scene reconstruction, and law enforcement practices on 66 occasions. These include California Municipal and Superior Courts in 17 California Counties, including Alameda, Colusa, Del Norte, Lassen, Los Angeles, Mendocino, Orange, Placer, Plumas, San Bernardino, San Diego, San Joaquin, Shasta, Siskiyou, Sonoma, Trinity, and Ventura Counties. This also includes testimony as an expert in traffic accident reconstruction in the United States District Court, Eastern District of California, and at the Worker's Compensation Appeal Board.
